Change the Quest FCC certification and up the display to 90Hz, at least when connected to PC VR
I just saw John Carmack mention this in his OC6 talk. I mean, come on, if there's a chance you can up this thing to 90Hz, even if it's only for desktop mode, then you really should make this happen. Yeah, it's a hassle and cost on your side, but not one customer is going to complain about you making their VR experience the best it can be, especially when from their end there's no hassle involved in getting that.

At Facebook Connect 7 in October 2020, Mark Zuckerberg said "This fall, Oculus Link is coming out of beta. [...] In the future it will support 90Hz for PC gameplay".
John Carmack's FC7 (Facebook Connect 7) talk suggested 90Hz is coming soon for Quest 2, but no work on Quest 1 re-certification :/

By all accounts Oculus Quest is selling like hotcakes. If the sales exceed Oculus' estimates then they can easily put enough money into FCC re-certification because it will be amortized across of very large number of units. Oculus continually making every headset they make the best it can be (even after well after purchase) helps grow trust in the brand making people more likely to say "just buy Oculus" when recommending VR.
One thing that would help is to spread the word about Oculus Link (and help your friends and family get setup -- the USB2.0 cable that comes with the Quest is now supported!). We need Oculus usage statistics to show there is a market for the 90Hz change. If they do boost the display refresh rate, potentially we might need USB3.0/USB3.1 cables to handle the hugely increased bandwidth requirements without compression issues (see https://twitter.com/id_aa_carmack/status/1198350474526760961?lang=en).
Also spread the word of this UserVoice suggestion to all the Oculus Link users you know (online and offline)! Vote this suggestion all the way up to the top!

Unfortunately I am returning the quest 2 since this is not happening soon. The headset should had come with the option to do both, 72 and 90 HZ.

Do it! I just bought this thing and 72Hz is dogshit. This thing really needs to be boosted.
If it's an FCC rubber stamp you need, then just get it done and release a software update.

I know a few people who get VR sick. They would love to buy a Quest but won't because of the lower 72Hz. If it was 90 Hz you would sell more headsets.

Would it be feasible for a side loaded app to change the display to 90Hz, at least while that particular app is running, or would it require some sort of hardware change?

I think that based on the support from users this is one think Oculus needs to do. It would boost sales to easily cover FCC recertifications. Also, it would make it much more pleasurable experience.

If I could get a 90hz mode, at least when using Link, I may be able to share VR experience with more people...

Step 7 - Modifications to approved products
Changes to your product design may require an additional approval. KDB Publication 178919 gives general guidance when making changes to a previously approved product. See the permissive change rules in Section 2.1043 for:Modifications that may be made to an RF device without filing for a new equipment authorization;
Three different types of permissive changes; and
