Fix issue with volume buttons not working to confirm power off
When I attempt to turn off the Quest, it says I can use the volume buttons to "click". However, I have not been able to do this and have to pick up the touch controls to confirm power off.

Yeah, I find this irritating myself. Imo it should work like in the "fastboot menu" (which is accessible by holding volume down and the power button at the same time). Up and down volume keys to navigate the options and the power key to hit enter so to speak. Would be more convinent this way. Should apply more generally too, as atavener said. Short pressing the power key in these prompts currently just puts the quest into sleep.

removing the batteries from the controller will allow use of the volume button for selections. (as it's intended to be used if controllers have issues)

While you can work around this for the power-off case, it's still a more general issue, where I can't "Allow" access via USB without picking up a controller. It would be much more convenient to only need the HMD when connecting to a host.

If you hold the off button for an extra second it will power off without you having to accept.
